I am not sure how to addresss this issue. Any ideas?

Hi Michael,

This means that your hosting provider has disabled the ability for PHP to open network connections. I would strongly recommend opening up a support ticket with them and asking for an exception.

What PHP command is being used and where?

We are getting the same error which only just recently occurred.  It was working fine before now.
