I am considering buying Tube Press to make blogs. Can I sell the site with the videos on them to someone else, or do they have to have their own subscription?
Can I develop sites and sell these sites?

You are free to sell such a site to your clients, but if they wish to continue receiving upgrades to TubePress Pro then they'll need to re-purchase the subscription (perhaps independently from you) once a year. Additionally, TubePress Pro is licensed under the GPLv3, so you'll need to ensure that you remain in compliance with its terms.
